Vignette Brush:

Step 1

Open a new document. For the purposes of this tutorial, the size I have used is 816 x 540px

New Document Settings

Step 2

Fill the background with blue #282C4B

Create a new layer and set the foreground colour to White.

Select the Brush tool and the Vignette Brush. Set the size to 650px.

Click once in the centre of the canvas.

Filter>Blur>Gaussian Blur: Set to 116px, click OK.

Lower the layer opacity to 52%

Your background should look like this:

Step 3

Using Rounds Black font at 250pt, any colour foreground, type your text.

Ctrl+A to select the whole canvas. With the text layer active, select the Move tool and centre the text horizontally and vertically.

Step 4

Make 2 copies of the text layer and name them, from the top: top text, middle text and bottom text.

(you should do this to make following through the rest of this tutorial easier). Set the Fill value of both the Top Text and the Middle Text layers to 0%

Make the Bottom Text layer active, and apply the following Bevel & Emboss, Contour, Color Overlay and Drop Shadow settings:

Step 6

Make the Middle Text layer active and apply the following Bevel & Emboss, Contour, Inner Shadow and Color Overlay settings:

Step 7

Make the Top Text layer active and apply the following Bevel & Emboss, Contour, Texture and Stroke settings:

You can obviously use different fonts and different colours. Below are a couple of examples:

For this one I changed the background colour to purple, and the text colours to lilac

Here I used American Captain font from Dafont at 300pt, I changed the background to orange and the text colours to blue.
